I bring 16 years of full-time experience across civil site development, stormwater, utilities, public infrastructure, construction support, engineering leadership, and dispute-related technical review.

Civil Site Development

Site planning, grading, access, pavement, erosion control, permitting coordination, constructability, and development constraints for commercial, industrial, institutional, and public projects.

Stormwater and Drainage

Drainage pathways, detention and retention facilities, outlet structures, spillways, erosion, flooding conditions, stormwater calculations, maintenance, and performance review.

Water and Wastewater Infrastructure

Water distribution, sanitary sewer, utility conflicts, easements, extensions, rehabilitation considerations, and coordination with owners, agencies, contractors, and other design disciplines.

Construction and Field Support

Review of changed conditions, civil-site conflicts, field observations, maintenance history, cost and schedule implications, remedial concepts, and practical paths forward.

Technical Disputes and Expert Support

Document review, site inspection, causation analysis, chronology development, standard-of-care evaluation, cost-to-cure concepts, written opinions, rebuttal review, deposition preparation, and mediation and settlement support.

Retained in five civil engineering matters to date. Each has resolved prior to testimony; I have not testified at deposition or trial.

Project ECO — E. & J. Gallo Winery Manufacturing and Bottling Facility

Chester County, South Carolina · Industrial and Economic Development

Primary design engineer, project manager, and client contact for a six-phase manufacturing and bottling facility. The announced first phase represented $423 million in capital investment, within a master plan the company has publicly described as potentially exceeding $1 billion over time.

The project required large-scale wetlands and stream permitting, coordination with multiple regulatory agencies and Native American Tribes, utility extensions, rail-spur design, and careful management of schedule-critical approvals. I was responsible for civil design calculations, plan production, permitting, client coordination, and day-to-day project management.

The announced first phase was projected to create 496 new jobs. The project demonstrates the importance of early stakeholder involvement, disciplined multi-agency coordination, and integrating permit timelines into the project’s critical path.

Great Falls Pump Station and Force Main Improvements

Great Falls, South Carolina · Water and Wastewater Infrastructure

Engineer of record, primary design engineer, project manager, and municipal client contact for a new pump station, upgrades to an existing pump station, and more than five miles of force main.

Challenging topography required the system to overcome more than 150 feet of total dynamic head. The design process included hydraulic calculations, pump selection and manufacturer coordination, geotechnical evaluation, permitting, construction support, and coordination with project funding agencies.

The work forms part of an approximately $10 million infrastructure program funded through South Carolina’s Infrastructure Investment Program. Anticipated rock excavation was identified during design and addressed through the project’s geotechnical recommendations, reducing the potential for an unforeseen construction issue.

South Carolina Public Health and Environmental Laboratory

Engineer of record, primary design engineer, project manager, and client contact for the civil-site components of South Carolina’s new centralized public health and environmental laboratory, operated jointly by the Department of Public Health and the Department of Environmental Services.

The approximately $120 million facility consolidates regional laboratory functions at a central location. Civil design challenges included a constrained site adjacent to an existing office building, an elevated pedestrian connection, extensive stakeholder coordination, and sustainability requirements established for the state project.

I was responsible for civil design calculations, plan production, permitting, agency coordination, and day-to-day project management. The completed facility illustrates the importance of maintaining clear communication among agency representatives, designers, users, and other stakeholders throughout a complex public project.
